i think ill help you on this, goto Control Panel, goto your board's management, Add a Forum, then just do the apropriate things there, you can also rearrange the forums by rearranging them in the Rearrange Forums area on your board's management, and banners can be made with photoshop, the most common HTML code for them is:
<center><img src="IMAGEURL" border="0px" alt="" /></center>
